A Second Round of H-1B Visa Lottery Announced for FY 2024!

It's official! This morning, the United States Citizenship and Immigration Services (USCIS) confirmed that it will conduct a second-round selection for the H-1B visa lottery for fiscal year 2024.
Based on our research and conversations with immigration lawyers, we foresee a second-round H1B lottery:

This will happen in the coming weeks, most likely before July ends or, at the latest, by early August

Will select an additional 20,000-25,000 H1B petitioners (highly possible).

Initial Random Selection
In March 2023, USCIS conducted the initial random selection process on correctly submitted electronic registrations for the FY 2024 H-1B cap. This process included beneficiaries eligible for the advanced degree exemption.
USCIS is authorized to grant 85,000 cap-subject H-1B visas each year. Nevertheless, as of July 27, 2023, our research and calculation indicate only around 70% of the authorized quota had been issued, leaving a significant number of available visas.
Second-Round Selection Process
In the coming weeks (most likely before July or early August), the second-round selection process will involve randomly selecting additional registrations from the pool of previously submitted electronic registrations. This process aims to ensure that the FY 2024 numerical allocations are met.
Once the second-round selection process is complete, USCIS will notify all prospective petitioners with selected registrations from this round. These individuals will be deemed eligible to file an H-1B cap-subject petition for the beneficiary named in the applicable selected registration.
Those with selected registrations will update their myUSCIS accounts to include a selection notice. This notice details when and where to file the H-1B cap-subject petition.
