FY2025 H-1B Second Lottery Results: 4% Selected! Could a Third Round Be Next?

As of Aug 5th, 2024, the United States Citizenship and Immigration Services (USCIS) has announced that the H-1B second lottery has concluded, with a mere 4% selection rate.
1. Key Highlights of the FY2025 H1B Second Lottery
Announcement and Selection Rates
On July 30th, USCIS announced the second round of the lottery for H-1B visa applications. Last Thursday, USCIS began updating the results for the second lottery, and this morning, the official statement confirmed that the second lottery has been completed, with all results updated in the system.
In this second lottery, USCIS selected 13,607 beneficiaries, resulting in 14,534 selected registrations. Out of the staggering 349,739 applicants who were not chosen in the initial lottery round, the selection rate for the H-1B second lottery stands at a mere 3.89%.
Following the conclusion of the second lottery, the total count of selected beneficiaries for the FY2025 H1B lottery has now reached 135,137, resulting in an overall selection rate of 28.73%.
USCIS projects that the total number drawn will meet the annual cap after this round of selections.
Comparison to Previous Years
This year's H1B lottery selection rate has risen to 29%, up from last year(FY2024)'s 25% and the previous year(FY2023)'s 27%. Despite the improved odds, many applicants are still feeling anxious about their chances, particularly those who were not selected in the second lottery round.
Education Level
Previously, USCIS explained that the master’s and higher-degree cap had been reached during the first lottery. As a result, the second lottery included both bachelor’s degree holders and master’s degree holders, without giving any advantage to those with advanced degrees.
How to Check the Lottery Results
With the official notice of the second lottery completion, applicants can now check their H-1B online registration system status. Only those with a “Selected” status are successful. If your status still doesn’t show “Selected,” it may mean that this year’s H1B lottery is over unless a third lottery round is announced.
2. Is a Third Lottery Possible?
Many are wondering if there will be a third lottery this year. Although an official announcement has not been made yet, there is uncertainty surrounding the possibility of a third round. Even during the chaotic pre-2023 era, when USCIS implemented the “one person, one lottery chance” rule, a third lottery was rare.
If a third lottery does occur, the earliest it might happen is mid to late December. For those considering waiting, it’s essential to plan accordingly and manage expectations.
3. Next Steps for Second Lottery Selectees
For those selected in the second lottery, you can submit your H-1B application package between August 8th and November 7th. The typical H-1B effective date is October 1st. To avoid missing this effective date, consider opting for Premium Processing (PP) services. By paying an expedited fee of $2,805, you can receive a decision within 15 days. If a Request for Evidence (RFE) is issued, USCIS will provide feedback within 15 days of your response.
Premium Processing Considerations
Some large companies may automatically process Premium Processing, while others may require beneficiaries to cover the cost. Whether the $2,805 fee is worth it depends on your individual circumstances and priorities.
If your H-1B is not approved and activated by October 1st and you lack a valid status to continue working, such as OPT or CPT, you must pause work. However, you can remain in the U.S. while awaiting the H-1B decision, and once approved, you can immediately return to work.
