FY 2027 H-1B: Selection Rates Stay Flat, but "Round 2" is Calling!

For international students in the U.S., the end of March is always a period of high anxiety. As USCIS officially wraps up the first round of selection for the FY 2027 H-1B lottery (calendar year 2026), many are noticing that the "miracle jump" in selection rates they expected didn't quite happen.
If you are currently on OPT/STEM OPT and still see a "Submitted" status, here is a breakdown of what is happening.

1. The Numbers: Why Wasn't It "Easy" to Win?
Before the lottery, many predicted that new anti-fraud measures and a massive $100,000 fee for overseas applicants would make it much easier for students already in the U.S. to get picked. However, early data shows the selection rate stayed around 43-44%, similar to last year.
There are two main reasons why the competition remained tough:

The New "Wage-Weighted" System: This year, USCIS changed the rules. Instead of a purely random draw, your "entries" were based on your salary level.

Level 4 (High Salary): 4 entries in the pool.

Level 3: 3 entries.

Level 2: 2 entries.

Level 1 (Entry Level): 1 entry. Because many companies increased their salary offers to Level 3 just to help their employees win, the total number of "lottery tickets" in the bin actually increased, even if the number of people decreased.

The "Level 3" Crowd: Most applicants crowded into the Level 3 category. While this gave them 3x the chance of a Level 1 applicant, so many people did the same thing that the individual advantage was "diluted."
2. Is There Still Hope for a Second Round?
If you weren't selected in March, don't lose hope yet. There is a strong possibility of a second lottery (often called "the July round") this year for a few reasons:

The $100,000 Deterrent: Some overseas companies might have registered their employees but may hesitate to actually pay the huge $100,000 fee now that they've won. If they don't file the petition, those spots go back into the pool.

Strict Audits on Wage Levels: Because so many people claimed "Level 3" or "Level 4" wages to win the lottery, USCIS will be checking these very closely. If the job description doesn't match the high salary level, the application will be denied, creating more open spots.

The "First Year" Buffer: This is the first time the U.S. has used a wage-weighted system. Historically, when the government tries a new system, they are careful not to pick too many people at once. If they don't reach the 85,000 cap by June, they will run a second round in late July.
3. What Should You Do Now?
While you wait to see if a second round happens, it is vital to have a Plan B:

Check Your OPT Timeline: If your OPT expires before July, talk to your lawyer about "Cap-Gap" or other ways to stay legal.

Explore Other Alternatives: If you have a high-level portfolio or extraordinary skills, the O-1 visa might be an option. If you work for a multinational company, the L-1 visa is another path. Besides, you can also consider Day 1 CPT to continue your journey in the US.
